Aims and Scope: Basic and applied papers dealing with biomedical engineering. Papers range from engineering development in methods and techniques with biomedical applications to experimental and clinical investigations with engineering contributions.

The goal of TBME is to publish comprehensive pieces of excellent science that reports novel engineering methods with demonstrated biomedical significance, or major works advancing significantly state of the art in biomedical engineering. We are interested in manuscripts which will have broad appeal to the entire field of biomedical engineering. Topics include, but are not limited, to the following: biomedical signal processing, biomedical imaging and image processing, bioinstrumentation, biosensors, bio-micro/nano technology, bioinformatics and computational biology, biomedical modeling and computing, cardiovascular engineering, neural and rehabilitation engineering, biomechanics, robotics, therapeutic and diagnostic systems, devices and technologies, clinical engineering, healthcare information systems and telemedicine, and other emerging topics in biomedical engineering

Submissions of manuscripts are required to be in IEEE format. Please follow the Instructions or use the word version TBME Template to create your paper.  The file size for initial manuscript submission must be less than 20MB. Authors will need a registered ORCID in order to submit a manuscript or review a proof in this journal. Title should be concise and informative to broad readers and attract attention from potential readers.

Structured Abstract must be fewer than 250 words including the following 5 points and words: objective, methods, results, conclusion, and significance, to highlight the problem being addressed, innovations of the work, major findings and significance. Please see TBME Template for example of structured abstract.

Cover Letter: All submissions must include a Cover Letter in the text box when submitting via Manuscript Central. PLEASE NOTE: this letter is only sent to the editors. Response to reviews should be submitted as a supporting document in the stage of file uploading, together with the revised manuscript.

  • It must state clearly the work’s innovation and significance to biomedical research.
  • It must confirm this manuscript is entirely original, has not been copyrighted, published, submitted, or accepted for publication elsewhere.
  • It must disclose if there are any prior conference proceedings papers related to this work, and include a statement on why you believe the prior conference papers represent different works as compared with the submission to TBME. Please upload prior or concurrent conference proceedings papers as supporting documents.
  • If it is a resubmission of a previously rejected manuscript, you must clearly state the rejected manuscript’s ID number.
  • Please note that we accept for consideration full papers that have appeared in preliminary form as conference abstracts. The authors should include a statement, often at the end of the introduction, such as “A preliminary version of this work has been reported [reference]” and cite such conference abstracts in reference. Note however that prior publication in an extensive conference paper may disqualify a manuscript for consideration for publication at TBME. We do not accept manuscripts which are similar to prior conference proceedings papers in key findings or with substantial overlap in text. Authors should check on copyright permissions if any figures were previously published in conference papers. Concurrent submission of a conference paper must be disclosed when submitting a manuscript to TBME for consideration for publication.

Conclusion: Each TBME article must include a conclusion section elaborating the major findings and significance of the work, as well as applications. This section should not exceed 300 words.

References in the IEEE style should appear in a separate reference section at the end of the paper with items referred to by numerals in square brackets. Note the new reference format which only includes the first author for references with 3 or more authors. Click here for instructions.

Biography: Begining with the January 2018 issue, TBME will no longer include  biographies or author photographs.

The authors should submit the complete paper that includes the text, figures and tables to the ScholarOne Manuscripts Central in one PDF or Word file. Providing multimedia files as supporting materials is optional. Single-spaced pages and figures appearing within the text should be used for peer review. Figures and tables must be clearly numbered and captioned. Follow IEEE guidelines for graphics to prepare high quality line art images.

The resubmission of a previously rejected manuscript is discouraged, unless the decision letter states resubmission is an option.

Page Charges: Published papers that exceed seven pages will incur mandatory overlength page charges. 7 pages or fewer: only voluntary page charges ($110/page); 8-12 pages: mandatory page charges ($250/page over 7); >12 pages: requires special permission from Editor-in-Chief.

Disclosure of financial support as well as author and project-related conflicts of interest.
We require the full disclosure of financial support for the project as well as any financial and personal relationships of the author that could create even the appearance of bias in the published work. The following must appear in the acknowledgments section of the paper.

  • The acknowledgments must disclose any agency or individual that provided financial support for the work, regardless of source. Examples include but are not limited to universities, governmental funding agencies, private foundations, and public and private companies.
  • The acknowledgments must disclose any personal or financial or employment relationship between any author and the sources of financial support for the work. These requirements include financial interests of the author in any company that may be licensing, patenting, or using results from the published work at the time of or prior to the date of manuscript acceptance.
  • The editors reserve the right to ask the authors of a study funded by an agency with a proprietary or financial interest in the outcome to include in the acknowledgments a statement regarding the integrity of the work. An example statement would be “The authors had full access to all of the data, devices, and materials used in this study and take complete responsibility for the integrity of the data and the accuracy of the data analysis and interpretation of outcomes.”

Protection of human and animal subjects. Internationally recognized conventions exist for the protection of human subjects and standards for animal research.

  • If the published work utilizes human subjects, authors must indicate whether the procedures followed were in accordance with the ethical standards of the responsible committee on human experimentation (institutional and national) and with the Helsinki Declaration of 1975, as revised in 2000. If doubt exists whether the research was conducted in accordance with the Helsinki Declaration, the authors must explain the rationale for their approach, and demonstrate that an appropriate institutional review body explicitly approved the doubtful aspects of the study.
  • If the published work utilizes animal subjects (including animal sources for in vitro research), authors must indicate whether the institutional and national guides for the care and use of laboratory animals were followed. The institutional committees that provide such oversight and/or the published guidelines must be acknowledged.

The LETTER format is reserved only for exceptionally novel works which deserve very rapid publication. It must report exceptional results of biomedical importance, and will be scheduled in the next available printed issue once accepted. LETTER can be up to 4 printed pages.

ELECTRONIC GUIDELINES. Authors are required to submit finalized manuscripts using the style files established by IEEE. Authors should follow the instructions in the TBME Templates.

Post-acceptance: you will see a copy of your accepted PDF when uploading your final material, which will be sent to IEEE production for comparison purposes to the final version.  However, the final camera-ready copy mentioned above is still required.  Throughout the production process, IEEE authors can keep track of and provide input on Author Proof Login website.

Submit your manuscript

Please use the tools available through the IEEE Author Center to be sure your paper will display properly when compiled in the ScholarOne pdf. PDFs made with Latex have been missing some components in the ScholarOne display. Use the graphics analyzer and the pdf checker before uploading your submission, and check the ScholarOne pdf when submission is complete, to make certain all information in the paper is displayed correctly:

  • Abstract
    The manuscript must contain an abstract of 150-250 words and index terms (keywords).
    In order for an abstract to be effective when displayed in IEEE Xplore® as well as through indexing services such as Compendex, INSPEC, Medline, ProQuest, and Web of Science, it must be an accurate, stand-alone reflection of the contents of the article. The abstract must be a concise yet comprehensive reflection of what is in your article. In particular:
    • The abstract must be self-contained, without abbreviations, footnotes, or references. It should be a microcosm of the full article.
    • The abstract must be between 150-250 words. Be sure that you adhere to these limits; otherwise, you will need to edit your abstract accordingly.
    • The abstract must be written as one paragraph, and should not contain displayed mathematical equations or tabular material.
    • The abstract should include three or four different keywords or phrases, as this will help readers to find it. It is important to avoid over-repetition of such phrases as this can result in a page being rejected by search engines.
    • Ensure that your abstract reads well and is grammatically correct.
  • Graphical abstract description and specifications
    To enhance the appearance of your article on IEEEXplore®, a graphical abstract can be displayed along with traditional text. Please note, a graphical abstract is NOT required.
    The graphical abstract should provide a clear, visual summary of your article's findings by means of an image, animation, video, or audio clip.

    NOTE: The graphical abstract is considered a part of the technical content of the article, and you must provide it for peer review during the article submission process. Even though the graphical abstract is a multimedia file, please upload it as a supporting document in your submission and mention in your cover letter that "the graphical abstract is included in the supporting documents for peer review".

  • Single spaced, two column, IEEE-TMI format

    Submissions must be formatted in the IEEE-TMI Style - templates for Word and Latek are available at Figures and tables must be clearly numbered, captioned and embedded in the text. Follow IEEE guidelines for graphics to prepare high quality line art images.

  • References

    In the IEEE style, should appear in a separate reference section at the end of the paper with items referred to by numerals in square brackets.

  • Submit a PDF file

    The authors should submit the complete paper that includes the text with figures and tables embedded in the text as it would appear in published form, in one PDF file to the ScholarOne Manuscripts. This file must be less than 40 MB. Providing multimedia files or other documents as supporting materials is optional.

  • Eight (8) pages

    Published papers that exceed eight (8) printed journal pages will incur mandatory over-length page charges. Initial submissions may not exceed 10 pages. Revised manuscripts may extend beyond 10 pages. More information can be found on the submission policy page.

  • Submit forms

    If and when a paper is accepted for publication, the Editorial Office will contact the authors with detailed instructions on preparing the final version for publication. The authors must submit a properly executed IEEE copyright form in favor of IEEE, sign an author consent form, agree to a mandatory page charge for over-length manuscripts or color figures.

  • No biographies

    TMI does not publish authors' biographies.

Original submission

When a paper is submitted to TMI for the first time, it is referred as the original submission. The original submission must be made via ScholarOne Manuscripts, which provides clear and detailed instructions on how to complete all the required steps of a submission. The manuscript should satisfy the general requirements 1 – 5 listed in the Editorial Policy. We recommend the author to check IEEE Author Digital Tool Box for detailed information about manuscript preparation.

We also recommend the submitting author pay extra attention to prevent the following common mistakes:

  • Incomplete author information. The submitting author must provide correct and complete information for all the authors. Please check the cover page of the PDF proof generated by ScholarOne Manuscripts in the last step of the submission to make sure all the authors are correctly listed.
  • Potential redundant ScholarOne Manuscripts user accounts. When adding co-authors, please use the search function provided by ScholarOne Manuscripts to check if the co-author already have a ScholarOne Manuscripts account. Searching by first name and/or last name is recommended since the co-author may use a different e-mail address for ScholarOne Manuscripts account.
  • Incomplete figure or table caption. All figures and tables must be clearly numbered and captioned so the reviewer can correctly find the one that is referred to in the text.
  • Incomplete orphan submission. If the submission process is interrupted or the manuscript is returned by the editorial office as 'unsubmitted', do not start a new submission by following the 'Click here to submit a new manuscript' link. Follow the 'Unsubmitted Manuscripts' link to continue the unfinished submission. All the previously entered information is kept in the ScholarOne Manuscripts and can be modified. The user can also choose to delete the previous unsubmitted manuscript if a fresh start is preferred.
  • Uploading too many files. The submitting author only needs to upload one Word or PDF file that contains the complete paper (text, tables, figures and references). Other files such as LaTeX source, BibTeX file, and high-resolution images are not necessary and will be deleted by the Editorial Office to reduce online storage usage.
  • Too many pages or too big PDF proof. We encourage the author to submit the manuscripts using single-spaced pages as mentioned in theEditorial Policy because it will be easier for the reviewers to read such 'short' papers on computer or as hard copy. If the figures are not included in the main body of the paper but are uploaded as high-resolution image files, they will appear at the end of the PDF proof. However, this approach is NOT recommended because it will not only produce unnecessarily large PDF file but also adding difficulty in finding the correspondence between figures and their references in the text.
  • ScholarOne system converts author uploaded file (inculding pdf file) to a proof pdf file that contains cover page and watermark. Such proof pdf is the only file that is visible to the editors and reviewers. Before finishing the submission process, please check this proof pdf and make sure everything is correct. For LaTeX users, SchlarOne converter cannot correctly handle pdf file created by pdfTeX, the solution to this problem is either to create pdf file from LaTeX source using other tools or save the pdfTeX-creatd pdf file to another pdf file using Acrobat Reader. For Word users, the equations may not have optimal quality in the ScholarOne converted proof pdf file, the solution is to export pdf file from Word and upload the resulting pdf file. Before the paper is sent into peer review process, the editorial office will do a quick check on the content of the submission and will return (unsubmit in ScholarOne Manuscripts) any submission with incomplete or incorrect information.

Submitting a published conference paper

TMI's policy only allows submitting manuscripts to TMI describing work previously presented at a conference when the paper is a substantially extended version of the original conference paper. Such a submission is subject to the following requirements:

  • The conference paper must be properly referenced.
  • The new extensions must be described in some detail in a cover letter accompanying the TMI submission.

    Even if the paper is sufficiently different from the conference version, copyright issues may arise. If the conference is an IEEE conference, no copyright issues shall arise. If the conference paper was not published by IEEE, the authors have to obtain permission from the publisher of their conference paper to use copyrighted material for submission to TMI.

  • The conference paper must be uploaded as a supporting document when submitting the manuscript.

Reviewing an extended published conference paper

Manuscript submissions that are substantially extended versions of previous conference papers will have the original conference paper attached in the Supplementary Files tab for comparison.

Submitting a "challenge" paper

TMI's policy allows submitting manuscripts to TMI describing the organization and results of online and grand challenges. Two examples of such challenge papers published by TMI are the retinopathy online challenge and the EMPIRE10 challenge. Such submissions may be accepted for peer review subject to the following requirements: Read the requirements....

  • The submitting and corresponding author is the organizer of the challenge.
  • The author list includes at least one person from each of the participating groups.
  • Although the ScholarOne system only allows an author list of 10 people when submitting a manuscript for peer review, the full author list must be included in the main body (often the pdf file) of the manuscript.

The manuscript must include the following information about the challenge:

  • The link of the challenge website where the readers can find more information and results of the challenge.
  • The objective of the challenge must be described in the same way as stated in the original "call for participation".
  • Statement of review process used to select participants for the challenge.
  • Description of evaluation/validation approach, including how gold standards were established.
  • The web link to the challenge proceeding, where all the challenge papers can be accessed electronically.
  • A short description and correct citation for each of the participating methods.
  • The manuscript must be verified by a representative of each participating group by providing a signed letter agreeing with the manuscript's content prior to submission — all these letters must be submitted with the manuscript as supporting documents.
  • The corresponding author must obtain copyright permission for the material (figures, tables, text) used in the manuscript — if applicable.

The decision


    Just dealing with the comments of the reviewers will generally not be sufficient for reconsideration, because the decision to reject a paper with no further consideration implies that we do not expect that a resubmission could reach the level of TMI publications even if the given points of critique are dealt with.


If the decision on the submission is 'Reject/Resubmit: major revisions needed and new external review required', the author can choose to revise the paper and submit it again. In addition to the same requirements specified for the original submission, the resubmission also must meet the following additional requirements.

  • Resubmit via ScholarOne

    The resubmission must be made via ScholarOne Manuscripts by following the 'Click here to submit a new manuscript' link. The resubmission will be assigned a new manuscript ID.

  • Indicate resubmission

    The author must indicate it is a resubmission and the previous manuscript ID in the cover letter. Note that a formal cover letter in the form of Word and PDF file is not necessary; the author can just provide required information in the text box during submission.

  • Detailed response to reviewers

    The author must provide detailed response for reviewers, which must contains the previous manuscript ID and every original reviewer remark immediately followed by the author's response to it. If the author chooses to use a separate file (other than the main body of the paper) for the responses, it must be uploaded and designated as 'detailed response for reviewers' during the submission process.

  • Clearly mark revisions

    To expedite the review procedure, please make sure that the revised version has all its changes clearly marked in the manuscript — using sidebars, different text color, or similar.

  • Include a PDF of final paper without changes marked

    Upload a version of the final paper in the TMI format - Double-column, single-spaced pages and figures appearing within the text *without the changes highlighted*. Upload this additional pdf as a "main body" document.

  • Page limit

    The 10 page limit for new submissions is not enforced for resubmissions, as extra length is often needed to respond to reviewer comments. However, manuscripts longer than 12 pages should use supplementary materials for some of the extra length where possible, especially appendices and tables.


If the decision on the submission is 'Accept pending minor revision: no external review required', the author must revise the paper and submit the revision. Besides the same requirements specified for the original submission, the revision also must meet the following additional requirements.

  • Submit to "Manuscripts with Decisions" in ScholarOne

    The revision must be submitted via ScholarOne Manuscripts by following the 'Manuscripts with Decisions' link and then the 'create a revision' link. If the manuscript ID of the previous submission is TMI-200x-yyy, the manuscript ID for the revision will be TMI-200x-yyy.R1. The manuscript ID for revision of TMI-200x-yyy.R1 will be TMI-200x-yyy.R2.

  • Submit within 30 days

    The revision must be submitted within 30 days after the decision is made on the previous submission. The author can see the number of days left in ScholarOne Manuscripts below the 'create a revision' link. If the author cannot meet or miss the revision due date, please contact the Editorial Office to request an extension, but do not submit the revision as an original submission or resubmission.

  • Detailed response to reviewers

    The author must provide detailed response for reviewers, which must contains the previous manuscript ID and every original reviewer remark immediately followed by the author's response to it. If the author chooses to use a separate file (other than the main body of the paper) for the responses, it must be uploaded and designated as 'detailed response for reviewers' during the submission process.

    To expedite the review procedure, please make sure that the revised version has all its changes clearly marked in the manuscript — using sidebars, different text color, or similar.

Final files submission

If the decision on a submission is 'Accept', the author must prepare and submit final files for publication according to the guidelines specified in the decision letter.

The final submission must be made via ScholarOne Manuscripts by following the 'Awaiting final files' link and then the 'submit final files' link.

Within 24 hours after the final submission, all the author uploaded final files will be exported to IEEE transactions department which handles the remaining steps such as typesetting before publication. Once final files are exported, the Editorial Office cannot help the author making changes to the submission. The author will be contacted by IEEE staff editors regarding the problems with final files and proof reading and will be given a chance to make changes to the paper.

Please note that any submission will be archived by the ScholarOne Manuscripts after a certain period of time. Once archived, the editors cannot see the content of the submission, only the review history. The author is recommended to keep a copy of the PDF proof for future reference. The Editorial Office may require such PDF proof from the author as a supporting document for the resubmission.
